$ ftp ftp.ruby-lang.org
ftp> cd pub/ruby
ftp> ls -l
:
lrwxrwxrwx    1 0        0               3 Sep 07  2006 stable -> 1.8

Why don't you switch this to 1.9 or remove this ?

English website claims:

Japanese website claims:

最新の安定版であるruby 1.9.2-p290[tar.bz2|tar.gz|zip]が各ミラーサイトから入手できます。
