06:24 AM Ruby Feature #11720 (Rejected): XMLRPC::DateTime.to_time does not support times prior to 1970.
- While Time (as of at least version 1.9.2) now supports at least 1823-11-12, XMLRPC::DateTime.to_time still does not allow for dates earlier than 1970.
