Bug #13162: tr does not recognize multi-byte characters correctly

This looks as expected:

"\\".tr('\\', '＼') # => "＼"

but this doesn't:

"\\".tr("\\¥'", "＼￥'") # => "\\"

I confirmed the strings are UTF-8.
