WIN32APIのGetExitCodeProcessがアプリケーションの終了ステータスを返した時点では、まだプロセスが終了していないことがあるため、子プロセスがテンポラリディレクトリを利用していてEACCESとなるようです。
(実行環境が、4コア Xeonというのが利いているとは思います）
