Backport #10439: Bad backport of r48161 to 2.0.0

When r48161 was backported to 2.0.0 as r48162, an extra character was introduced in XML_WITH_NESTED_PARAMETER_ENTITY in the tests, causing it not to be valid XML. The attached patch fixes the issue.
