I have a gmail address on the bugs.ruby-lang.org account that's active and working. I am not receiving notifications (they are not in spam)

Can you file this to https://github.com/ruby/bugs.ruby-lang.org/issues?

Our tracker only handles the language issues.

Evidently the redmine_bugs_ruby_lang plugin redirects notifications only to the mailing list.

Is this what you actually want? To deny bug reporters a chance to participate even in their own issues?
