I can see quite often TestThreadQueue#test_thr_kill failing on AArch64:

  1) Failure:
TestThreadQueue#test_thr_kill [/builddir/build/BUILD/ruby-2.7.0/test/ruby/test_thread_queue.rb:153]:
only 48/250 done in 60 seconds.

This was already issue before: #7521, #8065. Is there some better way to test this without taking long and causing timeouts repeatedly?
