Hello,

While preparing for 1.9.3-p105 release, the following test raised a failure:

 41) Failure:
test_gc_parameter(TestGc) [C:/Users/Luis/Projects/oss/ruby/test/ruby/test_gc.rb:98]:[ruby-core:39795].
Expected /heap_min_slots=100000/ to match "".

Referenced in [ruby-core:39795], seems is not failing on Windows as expected.

Perhaps this test can be skipped?
