I am using Ruby 1.9.1 RC2 on English Windows XP SP3 with non-Unicode (Control Panel -> Region and Language Setting -> Advanced) set to Chinese.

After running Ruby.exe, it will display "warning: failed to load encoding (CP936); use ASCII-8BIT instead".

This problem didn't happen with Ruby 1.9.1 preview version.
