Flaky test case: TestThread#test_thread_name
merge revision(s) 53520: [Backport #12776]
test_thread.rb: wait for the thread to sleep * test/ruby/test_thread.rb (test_thread_name): wait for the status
of the subject thread to fix, so that the status does not change
between two inspect methods.

In Fedora CI, I observe from time to time this test failure:
1) Failure: TestThread#test_thread_name [/builddir/build/BUILD/ruby-2.3.1/test/ruby/test_thread.rb:1061]: <"#<TestThread::Thread:0x0055db68186ef8@/builddir/build/BUILD/ruby-2.3.1/test/ruby/test_thread.rb:1054 run>"> expected but was <"#<TestThread::Thread:0x0055db68186ef8@/builddir/build/BUILD/ruby-2.3.1/test/ruby/test_thread.rb:1054 sleep>">.
It seems that this test fails on rubyci.org from time to time as well:
It seems that r53520 may be the cure? I have not tested this patch though.
