Feature #13415: Don't distribute .gitignore file in source code tarballs

Would you consider not distributing .gitignore file in source code archives published at https://www.ruby-lang.org/en/downloads/ ? It makes imposible to just untar it into folder and put it under source control. Since the tarball doesn't contain .git folder anyway, I don't see great value in distributing it.
