Points the tutorial link to: https://docs.ruby-lang.org/en/3.1/optparse/tutorial_rdoc.html which doesn't exist.

The reason for this problem is that optparse is expecting to use the --page-dir rdoc option, but docs.ruby-lang.org and ruby-doc.org do not use --page-dir. As I mentioned in #18628, I think we should drop all usage of --page-dir, and fix the documentation to assume that --page-dir is not used.
