To update lib/unicode-normalize/tables.rb to Unicode version 15.0.0, I had to manually remove this file. This should not be necessary. Also, it should not be necessary to have to set ALWAYS_UPDATE_UNICODE to yes just to update this file.

[Bug #19181] Separate the rule for unicode_normalize/tables.rb timestamp

It should depends on only existing data files (except for the tools),
unless ALWAYS_UPDATE_UNICODE=yes.
