After https://bugs.ruby-lang.org/issues/19702, CI of Ruby 3.0-3.2 is broken.

I fixed them with:

• for Ruby 3.2
• for Ruby 3.1
• for Ruby 3.0

I added additional patches to fix CI failure related openssl and power_assert for Ruby 3.2 and 3.0.
