File#path のエンコーディングは、File.new に与えられた文字列の
エンコーディングを保持しますか？

File.new(path).path.encoding.should == path.encoding

Linux では保持するようです。mac os x と windows では未決定だと
いう話なので、忘れないようにチケットにしておきます。
1.9.2 までに決めるべきだと思うので、urgent にしておきます。
