While compiling ruby_1_9_2@30049 on cygwin:

configure
make
...
make: *** No rule to make target config.rb', needed by cygruby191.rc'. Stop.

This probably started happening after r30032 which backported r29421 from trunk.
But r29421 contained a typo, which was corrected in r29425. So r29425 should
be backported to ruby_1_9_2, too.
