#slice results inconsistent after #force_encoding to a valid encoding

Description

I was not able to reduce this further. After calling #force_encoding, #slice returns inconsistent results:

ruby-1.9.3-p0 :001 > RUBY_DESCRIPTION
=> "ruby 1.9.3p0 (2011-10-30 revision 33570) [x86_64-darwin10.8.0]"
ruby-1.9.3-p0 :002 > s = "abc"
=> "abc"
