r42468 introduced a new test (test_require_nonascii_path_shift_jis) that is failing in RubyInstaller CI:

test_require.rb: FILE encoding on Windows

  • test/ruby/test_require.rb (assert_require_nonascii_path): OS path encoding on Windows is fixed, so encoding of FILE should be it. [Bug #8764]
