Feature #11241: Add #to_json for Sets

Looks like there are extensions for structs but not Sets. https://github.com/ruby/ruby/tree/trunk/ext/json/lib/json/add

Is there a reason Sets were omitted or was this just an oversight?
I can draft up a PR if this is a feature we want.
