Feature #12064: Make creation of enc/unicode/casefold.h automatic again

The creation of enc/unicode/casefold.h has been moved to a special make target, 'unicode-up', in r53771, to avoid CI failures on platforms that don't have gperf. This should be changed so that enc/unicode/casefold.h is produced automatically if gperf (version 3.0.4) is available. (Of course, this should only happen if the files used for the production are newer than the target file.)
