Description

lib/rdoc/generator/json_index.rb inserts the build time
into generated .gz files,
so they differ across each build,
making it hard for distributions like openSUSE's
to create bit-identical binary packages when those are using rdoc.

We came up with the same patch for FreeBSD while working on reproducible builds there.
