Misc #21136: [ANN] The update of branch maintainer for Ruby 3.2 to 3.4

In DevMeeting-2025-02-13, we update the branch maintainer for Ruby 3.2 to 3.4 with the following:

• ruby_3_4: @k0kubun (Takashi Kokubun)
• ruby_3_3: @nagachika (Tomoyuki Chikanaga)
• ruby_3_2: @hsbt (Hiroshi SHIBATA)

This means the next stable version of Ruby 3.4 will be released by @k0kubun (Takashi Kokubun).

The maintainer of ruby_3_1 is not changed. So, I will make Ruby 3.1 to EOL status at end of March, 2025. I strongly recommend to upgrade 3.3 or 3.4 if you still use Ruby 3.1.
