Can't use Ruby 1.9.3 as baseruby when cross compiling (MinGW)
I believe this was covered before on older issues, but this is showing again.

Switching to 1.8.7-p358 solves the issue.
No --with-baseruby was provided during configure phase,
ruby was available in the $PATH
