I get no email notifications for the bugs.ruby-lang.org, I also got the same message from other users.

That is nothing new unfortunately. I complained at [ruby-core:52371] and
reported the issue here
https://github.com/asakusarb/redmine4ruby-lang/issues/28 but nothing
happened so far :/

I'm sorry for your inconvenience experience. we rebuild our mailing list system at Aug, because of system failure.
Probably mailing-list is rolling back to spring this year from Aug. Please re-register it.
