Please backport r31742 from trunk into ruby_1_9_2 branch

These modifications were required to solve Issue #4141 and are required for the successful inclusion of Tcl/Tk on RubyInstaller for Windows.

FYI, I successfully built the latest ruby_1_9_2 on Win7 32bit using the RubyInstaller build recipes and quick testing with a couple simple Tk apps also passed. Running make test and make test-all TESTS='openssl fiddle psych' passed except for open issue http://redmine.ruby-lang.org/issues/4679
