Misc #18361: Propose John Hawthorn (@jhawthorn) as a core committer

I’d like to propose adding John Hawthorn (@jhawthorn (John Hawthorn)) as a committer. I saw he has done a lot of contributions to YJIT as well as many performance improvements on the interpreter. To name a few from his pull requests,

• Finding a way to make the interpreter 1.09x faster (and YJIT 1.16x faster) on railsbench
• Porting ko1's new Struct accessors to YJIT
• Adding inline cache for super calls
• Speeding up GC.compact

Combined with YJIT changes, he already pushed changes more than many other committers. It would be helpful for us to see him making more improvements easily by the commit access.
